What are the TOP Telecom Asset Management Software Solutions in the market today?

I looked high and low, far and wide, for a CMMS and asset management system. I'm quite honestly not impressed with the offerings out there. I work at a non-profit so budget is of course a major concern. Other factors are configurability, simplicity, and ease-of-use, especially for the other staff that would be submitting work requests. I haven't found anything that meets all of my needs on a budget that's not soaking us. I'm thinking of building my own, since I have a background in software engineering.
