This is my first post - I'm hoping someone can be of help!
I manage a 55,000 sf concrete and timber office building.
An underground tunnel may be built near the building so the Owner want to be proactive in assessing any settling due to this tunnel. Does anyone have techniques for accurately measuring settling?
Is this something you would typically look to 3rd party engineer for? If so, geotechnical or structure?

I would go 3rd party and with both if your are motivated to STOP the project. Be clear with your expectations/motivations and they will come up with reasons why the tunnel shouldn't be built.
Now, you mention owner so that leads me to assume you are a tenant. If so, make the owner pay for the studies.
