APPA American Physical Plant Association is an istitute that establishes baseline response based on the level of service you have agreed to provide. The level of service will depict your staffing sizes so response times can vary based on this. If your client is willing to pay for a Platinum service, response time should be immediately but your staffing levels would be high. I know this is not the exact answer you are seeking but if you go to their website it reflects exactly what I am saying.

  • In regards to response times that would be based on the type of facility you are in. In a large multi story commercial building where you have lots of employees that need an appropriate amount of light to work, light outages should be monitored daily and changed within 3 days. Ballasts within 5 days. HVAC comfort for us is handled immediately. Comfortable employees are productive employees. It is also better for your building to keep a consistant temperature throughout the entire campus.
