Good practical article addressing incremental benefit in the context of the real world. Our local county, with 11 jurisdictions, is currently working on an ordinance to require certain retrofits, triggered by dollar value of building permit. We have worked with them to address some of the concepts in your article (and they have been very responsive) and I just sent a link to the article to the lead city planner.
