Incentives, the Stimulus and PPAs Contribute to a Bright Future for Solar Projects

  • In this example at 0.13 cents per kWh a negligible leasing amount, the third party is essentially leasing the roof of the City of Pendelton Water Treatment Plant for 20 years to make a huge Federal and State of Oregon tax rebates crearting an unbalanced state and federal budget deficits whch have to be replenished by several hundred ($750) millions of additional Oreogn State taxes on all corporations rich and small business as well as on individual with higher income as  being called for in Oregon Special Election on January 26, 2010 for Measures 66 and 67.  This is a musical chair money-game being played by the government incentives in which only a few wins in tax rebates and most  businesses loose in additional taxes to pay for such programs.

  • Comments such as the "musical chair money-game" seem to be short-sighted (or self-serving?) when the totality of good done by integrating renewable energy into one's portfolio is considered. I suppose the folks at PVPowered in Bend, or Obvius in Hillsboro, or the host of other Oregonian companies involved in goods and services to the renewable energy industry share your perspective? There are many, many good reasons -- economic, social and philosophical -- for Facility Managers to investigate solar projects. To suggest it's merely a way for a few to dodge taxation at the expense of the many is silly.
